Compensation: $95,224 - $130,934. Compensation will be commensurate with education and experience.

SUMMARY
Serve as the primary contact for the College and its communities on matters of public safety and law enforcement, ensuring compliance with Board Policies, as well as federal, state, and local laws and regulations. Oversee all aspects of College police operations, including compliance, reporting, and emergency response.


POSITION DESCRIPTION

  • Safety Oversight: Ensure the safety and protection of students, faculty, and staff, as well as their property.
  • Training Management: Oversee the training of law enforcement and public safety personnel, ensuring compliance with state licensing requirements.
  • Budget Management: Develop and manage the department's annual operating budget, ensuring compliance with college policies regarding expenditures and recordkeeping.
  • Personnel Scheduling: Oversee and manage the scheduling of law enforcement and public safety personnel.
  • Policy Recommendations: Recommend updates to board policies related to safety and security.
  • Equipment Management: Manage security-related equipment, including CCTV, radios, flashlights, batons, handcuffs, and alarms.
  • Reporting Compliance: Maintain logs and compile reports required by the Clery Act.
  • Emergency Procedures: Implement and oversee emergency response procedures, coordinating with emergency agencies as necessary.
  • Emergency Assistance: Provide first aid and assistance during emergencies or natural disasters for employees and visitors.
  • Community Communication: Foster communication with the College community as well other law enforcement organization, to enhance safety, security, parking, and other programs.
  • Communications Center Oversight: Direct the operations of the communications center, including public safety radio systems and emergency management systems.
  • Law Enforcement Coordination: Coordinate ongoing communication between the college and local law enforcement agencies.
  • Investigation Oversight: Oversee initial and follow-up investigations of potential criminal violations, ensuring professionalism and compliance with legal standards.
  • Emergency Training: Develop and implement regular all-hazard emergency response training for facilities, personnel, and students.
  • Media Relations: Serve as the spokesperson for the police department in response to media inquiries as needed.
  • Vehicle Management: Manage the inventory of college-owned vehicles and develop policies for their use.
  • Regulatory Compliance: Stay informed on federal, state, and local law enforcement, public safety, and emergency compliance requirements and best practices for record keeping of officer personal files.
  • Other Duties: Perform other related duties and responsibilities as assigned.

KNOWLEDGE, SKILLS, AND ABILITIES

  • Strong written and oral communication skills, with the ability to convey information clearly to various audiences.
  • Demonstrated commitment to and ability to engage effectively with a diverse student body and faculty.
  • High-energy, proactive self-starter capable of operating independently with minimal supervision.
  • Proven ability to build and sustain positive working relationships and establish credibility across all organizational levels.
  • Strong attention to detail in managing projects and maintaining records.
  • Working knowledge of Microsoft 365 applications, particularly Word, Excel, and Outlook.
  • Strong organizational skills with the ability to manage multiple projects and meet competing deadlines.
  • In-depth knowledge of Kansas criminal and traffic laws.
  • Capability to develop and implement departmental policies and procedures that align with college policies, state and federal laws, and best practices.
  • Familiarity with first responder protocols for effectively addressing criminal activities and natural disasters (e.g., fires, tornadoes, etc.) to ensure campus safety.
  • Qualifications necessary for obtaining state certification; preference for candidates who are currently state certified.
  • Confidentiality: Commitment to maintaining strict confidentiality regarding law enforcement and college information.
  • Certification Requirements: Must meet qualifications for state certification. Ability to complete police academy training or reciprocity requirements within one (1) year of appointment.

MINIMUM QUALIFICATIONS

  • Bachelor’s degree in criminal justice, law enforcement, or a related field.
  • Fifteen (15) years of full-time law enforcement experience, encompassing uniform patrol, community-oriented policing, criminal investigations, police tactics, policy development, budgeting, strategic planning, emergency management, and incident command.
  • Experience in urban, diverse suburban, or college settings.
  • Ten (10) years of supervisory experience at increasing levels of responsibility. (Beyond mere first-line supervisory experience)
  • Police Officer Standards and Training Certification (POST “A”) required.
  • Certification by FEMA in ICS: 100, 200, 300, and 400 and IS: 700 and 800 (or equivalents in law enforcement) prior to appointment (hire date).
  • Shall have or be commissioned in the State of Kansas. If not possessed, the must be commission in the State of Kansas within one (1) year of appointment.

PREFERRED QUALIFICATIONS

  • Master’s degree in criminal justice, law enforcement, or a related field.
  • Twenty (20) years of full-time law enforcement experience.
  • Experience working with diverse populations of students.
  • Knowledge of the higher education system, particularly in a community college. environment.
  • Familiarity with courtroom procedures and laws.

WORKING CONDITIONS
While performing the duties of this job, the employee is frequently required to stand, talk, hear, walk, and sit. While performing the duties of this job, the employee may occasionally push or lift items.


WORK SCHEDULE
40 hours per week, 8:00 a.m. - 4:30 p.m. Monday - Friday. Must be able to work variable schedule/hours to meet operational needs. May require evening and weekend hours.
