SUMMARY
The Dean of Enrollment Management reports to the Vice President of Enrollment Management and Student Services and serves as a member of the EMSS leadership team and Dean’s council. The Dean of Enrollment Management plans, organizes, and manages the operations of all district-wide related functional areas of the College, including enrollment management for credit instruction, recruitment, registration, admissions, international student services, student records/registrar, financial aid, student advising, career services, and assessment testing. The Dean provides strategic and operational leadership to the enrollment management activities across the College; evaluates the effectiveness of the College’s enrollment management activities and recommends methods for continuous improvement. Collaborates with the Vice President of Enrollment Management and Student Services and other college personnel to meet the enrollment growth and retention goals as laid out in the College’s Strategic Plan.
POSITION DESCRIPTION
- Provides primary leadership directly or through intermediate managers in planning, implementing, evaluating and coordinating all aspects of enrollment management operations.
- Supervises managers and staff by assigning and delegating tasks, providing direction, resolving work problems, communicating job expectations, training employees, and developing professional growth opportunities.
- Ensures enrollment management personnel are in compliance with college policy, administrative rules, procedures, state and federal laws and regulations.
- Provides leadership direction to Student Records and Student Information System Managers for long-term planning of registration, degree audit, and upgrade improvements to the College’s student information system.
- Maintains responsibility for administering and managing department budgets to include setting priorities for budgets and monitoring and approving budget expenditures.
- Recommends and participates in the development of policy as necessary to properly implement effective enrollment services and student support programs. Carries out, explains, interprets and enforces policy.
- Provides leadership to the development of necessary programs and services designed to assure student access, ease of entry and successful transition into college.
- Oversees and is responsible for working with a college-wide group of faculty, staff and managers to develop and implement a comprehensive enrollment plan.
- Works with a college-wide group of faculty, staff and managers to make recommendations to the Cabinet about student recruitment strategies to promote student success.
- Develops and implements an integrated marketing and communication plan in collaboration with the Vice President of Marketing.
- In collaboration with the Institutional Effectiveness Office and the Vice President of Marketing, monitors and evaluates the effectiveness of recruitment efforts and scholarship programs, including social media, marketing, and other emerging technologies that enhance yield with potential students and their families.
- Maintains knowledge of new developments and innovative enrollment management practices in community colleges and higher education; recommends changes to maintain relevance of programs and services to meet student needs.
- Collaborates with the College Foundation Office to identify, prioritize, and proactively implement scholarship plans.
- Represents the College at appropriate state meetings and planning sessions as they relate to assigned areas of responsibility.
- Participate in College Committees.
- Performs other related duties as assigned, which will be varied and substantial given the significance of this role within Student Affairs and the College.

MINIMUM QUALIFICATIONS
- Master’s degree from a regionally accredited institution in community college leadership, educational leadership, higher education administration, student personnel administration, student development, or closely related field.
- A minimum of five (5) years of recent administrative level experience in all areas of Enrollment Management including student recruitment, admissions, records, registration, financial aid processing and veterans’ affairs federal regulations, retention, or other enrollment management operations.
- A minimum of three (3) years of progressively responsible leadership in higher education, including staff supervision and budget management, preferably within a community college environment.
- Ability to develop measurable outcomes and assessment strategies to formulate data-driven decisions.
- Maintains effective and collaborative working relationships with internal and external personnel at all levels.
- Maintains knowledge of new developments and innovative enrollment management practices in community colleges and higher education.
- Works collaboratively in a diverse, inclusive and student-centered environment, and with students of various learning styles, cultures, identities, and life-experiences.
PREFERRED QUALIFICATIONS
- Doctoral degree from a regionally accredited institution in community college leadership, educational leadership, higher education administration, student personnel administration, student development, or closely related field.
- Experience with Ellucian Colleague Student Information System.
- Experience with current and emerging technology related to recruitment, admissions, and financial aid, including expertise with enrollment management systems and web-based recruitment efforts.
- Experience with process-improvement initiatives and leadership in change-management environments.
WORKING CONDITIONS
While performing the duties of this job, the employee is frequently required to stand, talk, hear, walk, and sit. While performing the duties of this job, the employee may occasionally push or lift items.
WORK SCHEDULE
40 hours per week, during regular hours of Monday – Friday 8:00 am – 4:30 pm. Must be able to work a variable schedule/hour to meet operational needs. May require evening and weekend hours.
