JOB PURPOSE:
Responsible for the supervision of the Adult Basic Education Programs, including AO-K and non-credit education programs and events.
 

ESSENTIAL JOB DUTIES AND RESPONSIBILITIES:

  1. Administer all aspects of the Adult Education Program including supervision of the full-time and part-time Adult Education instructors in Adult Education including basic literacy, GED preparation, college level participation, English as a second language, Accelerating Opportunity-Kansas (AO-K) and any additional grants awarded.
  2. Develop and implement curriculum changes for all program components.
  3. Manage all Adult Education Program sites.
  4. Maintain and revise the Adult Education Program Policy Manual by Kansas City Kansas Community College Employee Policies and Procedures, the KCKCC Student Handbook, and policies set forth by the Kansas Board of Regents and the Office of Career, Technical and Adult Education of the U.S. Department of Education.
  5. Coordinate the Accelerating Opportunity program including meeting with prospective students, assessing them, assisting them with enrollment into TEC programs. The duties will also include overseeing AO-K instructors and collaborating with TEC instructors and staff.
  6. Develop and revise as needed new instructor orientations for new Adult Education Program instructors.
  7. Complete all reports, funding renewals, grants and other paperwork required by the Kansas Board of Regents.
  8. Work with the Executive Director to seek additional funding opportunities for the Adult Education Program to enhance services to the Wyandotte and Leavenworth Counties.
  9. Work with Adult Education Program instructional staff to provide effective orientation/enrollment activities for incoming Adult Education Program students at all program sites.
  10. Be fully knowledgeable of the TABE Assessment System along with the instructional lesson plans and syllabi to ensure quality programming for students.
  11. Manage the PABLO State Adult Education database to ensure the reporting is complete, accurate and by policies and procedures set forth by the Kansas Board of Regents.
  12. Manage the PAM State Adult Education database to ensure the reporting is complete, accurate and by policies and procedures set forth by the Kansas Board of Regents.
  13. Manage the Adult Education budgets with the various sources that fund the program, and complete reimbursement of the grants on a time basis.
  14. Plan and conduct weekly/monthly staff meetings with the entire staff and attend team meetings as needed to provide program continuity.
  15. Work with community partners to provide adult education services in collaboration with community based organizations, local school districts, local libraries, or other sites as requested.
  16. Collaborate with Workforce Partnership, the Division of Children and Families, and Vocational Rehabilitation to provide services by WIOA and KBOR policies in Wyandotte and Leavenworth counties.
  17. Advise with students regarding academic and behavior/discipline issues and mediate instructor/student conflicts promptly.
  18. Attend KBOR Program leader meetings, and other adult education related trainings and conferences as needed.
  19. Keep current in the areas of Adult Education to expand new programs as appropriate by the guidelines set by the Kansas Board of Regents.
  20. Serve as the GED Chief Examiner and Pearson Vue Examiner Liaison.
  21. Maintain the liaison function with the Kansas Board of Regents and the GED Testing Service.
  22. Leverages and builds upon existing relationships with the college and develops new relationships as necessary to become a preferred partner.
  23. Participates in community programs and organizations to develop relationships on behalf of KCKCC.
  24. Works with the Executive Director to identify sources of financial support such s funding through special grants, foundations or donations.
  25. Works with the Executive Director to develop and manage budgets for Adult Basic Education Program and CECS as it relates to services provided.
  26. Submit semester, quarterly and annual reports to the Executive Director and KBOR when appropriate.
  27. Prepare recommendations for employment of staff after consultation with Executive Director.
  28. Interfaces with Continuing Education team and related staff to assure that the client's needs are being fulfilled.
  29. Prioritizes strategies that align directly with strategic plan of the division and the College .
  30. Identifies new and competitive marketing strategies that promote the procurement and retention of community programs.
  31. Performs other duties as assigned.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES:
 

  • Experience and working knowledge of KCKCC’s service areas (Wyandotte and Leavenworth counties).
  • Experience working with Adult Education programs: TABE, PABLO and PAM.
  • Experience working with Accelerating Opportunity-Kansas (AO-K) program.
  • Experience and knowledge working with English as a Second Language programs.
  • Experience and working knowledge of WIAO policy and integration into Adult Education programs.
  • Demonstrated ability to work effectively with diverse populations.
  • Experience and knowledge business acumen of finances/budgeting and data analysis, of key benchmarks, programming, market research/market analysis.
  • Demonstrated effective Project Management Skills.
  • Demonstrated leadership skills and achievements of innovative ideas.
  • Possess comprehensive knowledge of community planning theories, concepts, and practices with the ability to use in complex, difficult and unprecedented situations as it pertains to the departmental focus.

EDUCATION and/or EXPERIENCE:

  • Master’s degree required in Adult Education or related field.
  • Minimum of two (2) years of demonstrated teaching experience working with Adult Basic Education
  • At least three (3) years of supervisory experience.
  • Demonstrated experience effectively making decisions that have major implications on the management and operations within a department.
  • Demonstrated experience in a role requiring diverse problem solving methods in a variety of situations, including the area of Adult Basic Education.
  • Coursework in higher education, administration, the community college and management desirable.

PREFERRED QUALIFICATIONS:

  • Master’s degree in Adult Basic Education, Education Policy, Higher Education, or English as a Second Language.
  • Supervisory Skills.

SALARY RANGE:

$49,800 - $55,000 annually, this is a grant funded assignment ending no later than June 30, 2019, but may be extended.


WORK SCHEDULE:
Must be able to work a variable schedule/varying hours to meet operational needs. May require evening and weekend hours; as needed.
