The Human Resources Officer provides strategic leadership and administrative responsibility for developing, implementing and maintaining a full range of human resource programs and services including recruitment, compensation, classification, training, workforce diversity, employee and labor relations, complaint investigations and adherence to applicable laws and regulations. The Human Resources Officer must set a high standard for integrity, innovative problem solving, respect for diversity and a strong commitment to customer service.


Reporting directly to the President, the incumbent shall be responsible for:


ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

 Serve as Campus Security Authority (CSA) under the Clery Act by:

  • Reporting crimes to the designated (College Name) Clery Act Officer in accordance with applicable laws, policies and procedures;
  • Completing training at least annually on campus safety and crime reporting issues;
  • Assisting in the issuance of timely emergency warnings;
  • Serving as a resource to students, employees and others regarding crime prevention, reporting and victim assistance; and
  • Collaborating with the Clery Act Officer, Title IX Team, Clery Act Team and Emergency Preparedness Manager on various campus compliance issues.

· Serve as a Responsible Employee under Title IX by:

    • Completing a Title IX approved training program on an annual basis.
    • Reporting incidents of sex discrimination, or any other misconduct, to the Title IX Coordinator

· Serve as a Deputy Title IX Coordinator

    • Serves in the capacity of the Title IX Coordinator in their absence.

· Adheres to OFCCP guidelines for the benefit of job seekers and wage earners of affirmative action and equal employment opportunity.

· Oversees the benefits, compensation, hiring, employee relations, performance evaluations, payroll and personnel policy aspects of Human Resources to ensure accuracy and consistency.

· Develops short and long-term human resources goals.

· Consults with Deans regarding faculty employment and retention per Master Contract and State Law.

· Reviews and approves classified advertisements prior to submitting to newspaper(s), websites, and other advertisement media.

· Manages Human Resources fiscal resources and prepares Human Resources budget annually.

· Manages and investigates grievance claims per College Policy.

· Manages and investigates complaints of discrimination and harassment and facilitates response to such claims in conjunction with the College’s attorney.

· Manages EEOC complaints and any other employment litigation pending against the college and works in conjunction with the college attorney on such cases.

· Creates a collaborative, transformational environment and culture in the college.

· Participates in professional development learning activities and encourages faculty and staff to participate in professional development learning activities.

· Distributes performance evaluations for staff and supervisory personnel, while ensuring they are completed in a timely fashion.

· Oversees the implementation of Master Contract and ensures Faculty adjustments and changes are made in a timely fashion.

· Monitors labor law updates for changes that affect Human Resources.

· Ensures confidentiality and discretion in all personnel matters.

· Responsible for timely and accurate mandated employee-related reporting, including state, federal and college reports to the President, Leadership Team and Board of Trustees.

· Directs and coordinates all Human Resources record keeping activities in accordance with applicable law.

· Oversees the facilitation of staff employee professional development training.

· Establishes a climate within Human Resources that is responsive to employee performance and well-being by fostering excellence, development and mutual respect.

· Works on special projects as directed.

 

SUPERVISOR RESPONSIBILITIES

  • Supervises the Human Resources staff both functionally and administratively.

 

QUALIFICATION REQUIREMENTS

· Bachelor's Degree in Human Resources Management, Business Administration, or related field required; Master's Degree preferred.

· Minimum of seven (7) years’ experience in Human Resources management required, preferably in a higher education setting.

· Demonstrated progressive leadership skills.

· Experience in labor relations and negotiations and employment laws.

· Human Resources certification is preferred i.e., PHR, SPHR.

 

 

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

· Ability to establish leadership and credibility and to foster a collaborative team environment.

· Skilled in establishing and maintaining effective working relationships with students, faculty and staff.

· Ability to create and foster a team environment with supervisors, peers and staff.

· Must be skilled in oral and written communications and demonstrated professionalism.

· Must possess the ability to organize and initiate office operations according to organizational needs.

· Must be proficient in HRIS systems, along with Word, Excel and other commonly used office software.

· Must possess the ability to maintain confidentiality of work-related matters.

· Must be able to work with minimal supervision and with diverse individuals and groups.

· Must be able to work under the pressure of deadlines and exhibit sound and accurate judgments.

· Knowledge and experience in state and federal laws and regulations that affect employment required.

PHYSICAL DEMANDS

The employee is directly responsible for safety, wellbeing, and work output.  Specific vision abilities required by this job include close vision such as the ability to read handwritten or typed material, and the ability to adjust focus. The position requires the individual to meet multiple demands from several people and interact with the public and other staff.

 

FLSA STATUS:    Exempt

SALARY:                               $95,000 - $105,000 per year, based on experience

(If a current KCKCC employee is selected for this position, consideration will be given to their current salary.)
