The Human Resources Director provides strategic leadership and administrative responsibility for developing, implementing and maintaining a full range of human resource programs and services including recruitment, compensation, classification, training, workforce diversity, employee and labor relations, complaint investigations, and adherence to applicable laws and regulations. The Director must set a high standard for integrity, innovative problem solving, respect for diversity, and a strong commitment to customer service.


Supervision Exercised: Functional and administrative supervision is exercised over exempt and non-exempt staff.


Reporting directly to the President, the Director of Human Resources shall be responsible for:


ESSENTIAL JOB DUTIES AND RESPONSIBILITIES

  • Determines short and long-term human resources goals.
  • Recruits, supports, mentors, and retains quality employees.
  • Reviews applications for all faculty and staff positions.
  • Recommends all faculty for employment and retention annually (no later than February 1st for retention) to the President.
  • Reviews position descriptions for vacant positions as needed.
  • Reviews and approves classified advertisements prior to submitting to newspaper(s), websites, and other advertisement media.
  •  Manages HR fiscal resources and prepares HR budget annually by the January 1st.
  •  Makes recommendations for employment for faculty and staff positions from the Screening Committees to the President.
  •  Investigates claims of discrimination/harassment made by college employees, students, or college patrons and facilitating response to such claims in conjunction with the college’s attorney.
  •  Investigates and reports incidents related to EEO compliance or other Human Resources matters for the President.
  • Manages EEOC complaints and any other employment litigation pending against the college and works in conjunction with the college attorney on such cases.
  • Creates a collaborative, transformational environment and culture in the college.
  • Participates in professional development learning activities and encouraging faculty and staff in HR to participate in professional development learning activities.
  • Distributes performance evaluations for staff and supervisory personnel, ensures completion of evaluation and tracks merit leave.
  •  Adjusts and notifies full-time faculty of changes in class and/or step for additional hours according to the Master Contract.
  •  Reviews recent federal, state and case law changes. Monitors labor law updates and newsletters for changes that affect Human Resources.
  •  Ensures the college's compliance with federal and state mandated labor relation laws.
  • Ensures confidentiality and discretion in all personnel matters.
  • Responsible for timely and accurate mandated employee-related reporting, including state, federal and college reports to the President, Leadership Team and Board of Trustees.
  •  Directs and coordinates all human resource record keeping activities in accordance with law.
  • Oversees the maintenance, accuracy and appropriate use of personnel records and confidential information.
  • Updates and maintains position descriptions.
  • Works closely with Payroll Coordinator to resolve payroll issues.
  •  Assists in facilitation of employee training seminars.
  • Participates on Safety and Risk Management Committee.
  • Establishes a climate within Human Resources that is responsive to employee performance and well-being by fostering excellence, development and mutual respect.
  •  Works on special projects as directed by the President.

CONSULTING TASKS

  • Other duties as assigned by the President.
  • Consult with college departments as needed.
  • Serves on appropriate college committees

SUPERVISOR RESPONSIBILITIES

  • Supervises the Human Resources staff.

QUALIFICATION REQUIREMENTS

  • Bachelor's Degree in Human Resources Management, Business Administration, or related field required; master's preferred.
  • Minimum of five (5) years’ experience in Human Resources required, preferably in a higher education setting.
  • Thorough knowledge of federal and state personnel rules and regulations.
  • Demonstrated progressive leadership skills and experience in labor relations and negotiations and
  • employment laws.
  • Skilled in establishing and maintaining effective working relationships with students, faculty and staff.
  • Ability to create and foster a team environment with supervisors, peers, and staff.
  • Human Resources certification is preferred i.e., PHR, SPHR.

REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES

  • Must be skilled in oral and written communications and exhibit professionalism.
  • Must possess the ability to organize and initiate office operations according to needs.
  • Must be proficient of specific functions in the campus HR management information systems (preferred
  • Colleague) along with Word, Excel, and other commonly used office software.
  • Must possess the ability to maintain confidentiality of work-related matters.
  • Must be able to work with minimal supervision and with diverse individuals and groups.
  • Must be able to work under the pressure of deadlines and exhibit sound and accurate judgments.
  • Knowledge and experience in state and federal laws and regulations that affect employment required.
  • Experience conducting investigations and preparing reports related to EEO compliance and other Human Resources matters preferred.

FLSA STATUS: Exempt

SALARY: Salary is competitive based on experience
