The compliance Officer reports to the President and is responsible for the oversight, development and direction of an institutional compliance program that integrates and coordinates all significant requirements with which the College must comply by internal policies and procedures, law, regulation and other binding rule or agreement.  Is the final internal resource with which concerned parties may communicate after other formal channels and resources have been exhausted. Must be reliable, dedicated and demonstrate a high level of integrity.
 
ESSENTIAL DUTIES AND RESPONSIBILITIES:
 
 
  1. Develop a comprehensive compliance plan for the college
  2. Ensure College administration, faculty, staff and students operate in accordance with established policy, rules and laws
  3. Work collaboratively among departments and divisions of the College to ensure compliance and institutionalization of the College’s comprehensive compliance plan
  4. Facilitate the implementation, monitoring and maintenance of critical compliance related initiatives
  5. Coordinate and work with the Internal Auditor to ensure that all relevant laws and regulations are being monitored
  6. Develop contract recommendations with College Attorney to reflect compliance requirements
  7. Develop, initiate, maintain and advise policies and procedures for the general operation of the compliance plan and its related activities to prevent illegal, unethical, or improper conduct
  8. Manage day-to-day operation of the compliance program.
  9. Promote compliance awareness through publicity, education, and training programs for administration, faculty, staff, and students
  10. Develop, periodically review and update personnel and student policies related to conduct to ensure continuing currency and relevance
  11. Work with the Human Resources Department, and others as appropriate, to develop an effective compliance training program
  12. Establish appropriate introductory training for new employees as well as ongoing training for employees and managers
  13. Respond to alleged violations of rules, regulations, policies procedures, and Standards of Conduct
  14. Develop and oversee a system for timely and uniform handling of violations
  15. Ensure reporting of violations or potential violations to duly authorized enforcement agencies as appropriate and/or required
  16. Identify policy concerns that impede compliance
  17. Maintain current knowledge of laws and regulations, and recent changes that may affect the college’s policies, procedures and processes
  18. Initiate personal research, seminars, peer contact, and bench-marking compliance monitoring practices and implementation strategies with other institutions
  19. Participate in external audit review process, resolve compliance issues, and respond to legal or administrative inquires related to compliance issues and audits.
  20. Provide independent and objective examination of the College’s financial and operational business practices
  21. Investigate all issues of substance that arise from proactive compliance monitoring activities
  22. Develop periodic reports regarding compliance matters for the President
  23. Evaluate effectiveness and compliance with Board Policy, Administrative Procedures, Government Regulations, and federal and state laws
  24. Ensure grant compliance with federal, state and local laws, policy or guidelines
  25. Identify potential areas of compliance vulnerability and risk; develop/implement corrective action plans for resolution of problematic issues; and provide general guidance on how to avoid or deal with similar situations in the future
  26. Collaborate with Human Resources Department to direct compliance issues to appropriate existing channels for investigation and resolution
  27. Consult with the College Attorney as needed to resolve difficult legal compliance issues
REQUIRED KNOWLEDGE, SKILLS AND ABILITIES

JOB QUALIFICATIONS:

EDUCATION/EXPERIENCE:
 
  1. Juris Doctorate degree from an accredited college or university
  2. License to practice law in the State of Kansas
  3. Five or more years of relevant experience including governmental compliance and monitoring procedures
  4. Experience at post-secondary academic institution in the area of compliance preferred
 
SUPERVISORY EXPERIENCE:
More than five years of direct supervisory experience and/or a comprehensive leadership position is required
